Salina, Kansas, is the county seat of Saline County and is situated on the confluence of the Smoky Hill and Saline Rivers. Founded by William Phillips in 1858, it was a staging post for prospectors on their way to Pikes Peak. Phillips lobbied to extend the Union Pacific Railroad to the town in 1867.
