The city of Lakeland is in the St. Croix River Valley in Washington County, in eastern Minnesota, on the Wisconsin border. Hudson, Wisconsin is across Lake St. Croix. The city of Lakeland Shores is completely surrounded by Lakeland on its south side. West Lakeland Township is about four miles to the northwest. As early as 1840, there were a group of French-Canadians living along Lake St. Croix, at the site of what would later become Lakeland Village. Henry W. Crosby established a farm that included the current site of Lakeland, and a ferry service was established in 1848 by Moses Perin, operated between 1850 and 1869 by John Oliver, a former British Naval Officer. Oliver constructed a Greek Revival home, which is still standing, in 1849. Lakeland was platted in 1849, and a post office was established in 1854. Early, the town was often referred to as Shanghai Cooley, for a ravine at the north end. Before the Civil War, several businesses and mills had been established, including a steamboat manufacturing works. Another town plat was made in advance of the St. Paul & Milwaukee Railroad, which came to the area in 1880, but development was slow. Lakeland was not incorporated as a village until 1951, at which time the town had only one paved street. The early development of Lakeland Shores is shared by the surrounding city, and Lakeland Shores was incorporated as a village in 1858, its area consisting largely of what was once a single farm owned by William and Mary Jones, who began selling lots in the 1940s, and became a city in 1949. When Lakeland split off of Lakeland Township in 1951, West Lakeland became a separate township, remaining farmland until the 1960s when housing developments began to spring up. As of the 2010 census, Lakeland had a population of just under 2,000 while the population of Lakeland Shores was just over 300.
