Boulder City is one of only two cities in Nevada that prohibit gambling, the other being Panaca. The town was built in 1931 as housing for workers who were constructing the Hoover Dam by the Bureau of Reclamation and Six Companies. Boulder City was carefully planned by the federal government as a model community, with Saco Rienk DeBoer, a Dutch-born architect, contracted to plan the town, designed to house five thousand workers. As the government anticipated that the town would be populated by single males, there were no provisions for schools or hospitals, and commercial development was tightly restricted at first. The government relinquished control over the city in 1959, and it was incorporated in 1960. Desi Arnaz, Jr. is a long-time resident of the town, where his wife owns the Boulder Theatre.
