Highlands is a borough in Monmouth County, New Jersey. The eastern portion of the town is built on a high bluff overlooking Sandy Hook and the Atlantic Ocean, and the Navesink Twin Lights can be found there. The borough was incorporated in 1900 from portions of Middletown Township.
