Although the city of Delaware is named for the Delaware tribe, the community was founded on a Mingo village known as Pluggy’s Town. Its first known non-Indian settler was Joseph Barber, who came in 1807, and a plan for the establishment of the city was filed in 1808. Among its early settlers were the parents of Rutherford B. Hayes, the 19th president of the United States. Delaware was incorporated as a city in 1816, and is the seat of Delaware County.
