Tiffin, Ohio is the seat of Seneca County. The history of the community goes back to Fort Ball, a military depot during the War of 1812, which was located on what is now Frost Parkway, near Miami Street. Eratus Bowe built his Pan Yan Tavern on the North Sandusky River, near the fort. The settlement that grew up around the tavern became known as Oakley. Opposite Oakley, on the south bank of the river, another settlement sprang up, named Tiffin, and the two communities merged in 1850.
