Located in Garfield County, three miles south of the Grant County line, Kremlin was initially known as Wild Horse, at a time when the center of the Chisholm Trail passed one quarter mile east of town. Kremlin was settled in the land run of 1893, mostly by Russian immigrants of German descent. Its post office was established that same year, and Kremlin was incorporated in 1901.
