Platted in 1886 after a washout of Ruckles Road over the Blue Mountains, which caused investors to leave Summerville for Elgin, the community was previously known as Fish Trap and Indian Valley. Elgin, Oregon was incorporated in 1891, and named for Lady Elgin, a ship lost on Lake Michigan.
