Mitchell is located in southwestern Wheeler County, Oregon. The community was established as a stage stop in the 1860s, platted in 1885 and named for John H. Mitchell, a U.S. Senator from Oregon who was first elected to office in the year that its post office was established in 1873 and was still in office at the time of its incorporation in 1891.

First built in the early 1800s, the Mitchell, Oregon hotel was swept away by a waterspout in 1904, and was rebuilt that same year, only to be destroyed by a fire in 1936. The current building was constructed in 1938, offering nine and a half suites, a hostel, and two kitchenettes. Its location is shown on a map, and its rates are posted.
