Pendleton, Oregon, is the seat of Umatilla County. It was founded in 1851 when Dr. William McKay opened a trading post at the mouth of the McKay Creek. It was first know by the name Marshall, the town was renamed Pendleton at a later time. It was incorporated as a city in 1880.
