Incorporated in 1911, Pilot Rock is a city in Umatilla County, in northeastern Oregon. The basalt rock formation for which it is named can be seen from the base of the Blue Mountains on a clear day twelve miles away. The small city is located at the confluence of East and West Birch Creeks, both tributaries of the Umatilla River.
