On the far eastern panhandle of West Virginia sits Martinsburg, the seat of Berkeley County. It was founded by General Adam Stephen in 1778 who named it in honor of Colonel Thomas Bryan Martin. Belle Boyd, the famous Confederate spy, was arrested in Martinsburg and thrown into prison in 1863. The city was incorporated in 1868.
