The county seat of Racine County, Wisconsin, the city of Racine is at the mouth of the Root River on Lake Michigan. It was a major stop on the Underground Railroad and was displayed a fierce opposition to slavery. In 1854, when escaped slave John Glover was arrested there, 5,000 people rallied and broke him out of jail and helped him escape to Canada. This resulted in the Fugitive Slave Law of 1850. The state of Wisconsin refused to recognize the authority of the Supreme Court of the U.S.
