Policing and law enforcement in Cardiff is served by South Wales Police, the largest police force in Wales and one of the most urban in character. The Cardiff Community Safety Partnership brings together Cardiff Council, South Wales Police, the Police and Crime Commissioner's Office, the National Probation Service, Her Majesty's Prison Service, the Cardiff & Vale University Health Board, South Wales Fire and Rescue Service, and third-sector organisations. The CSP develops and implements strategies to address crime, anti-social behaviour, substance misuse, safeguarding, and violence prevention, recognising that public safety is inseparable from social and public health factors.

Fire and rescue provision in Cardiff is provided by the South Wales Fire and Rescue Service, one of the three fire and rescue services operating in Wales. SWFRS covers a wide region that includes Cardiff, the Vale of Glamorgan, and several neighbouring authorities. The service is responsible for emergeny response to fires, road traffic collisions, and other incidents; fire safety enforcement and inspections; community education and prevention programmes; and support for multi-agency emergency planning. Governance is provided by a regional fire authority composed of elected councillors from the constituent local authorities, ensuring that Cardiff's needs are represented in strategic planning.

Cardiff's emergency services - police, fire, and ambulance - operate within a shared framework of public protection. Public-facing information sources list emergency contact routes and service categories for residents and visitors, reinforcing the city's integrated approach to emergency response.

Health services in Cardiff operate within the devolved structure of NHS Wales, overseen by the Welsh government. Local delivery is managed by the Cardiff and Vale University Health Board, one of the largest health boards in Wales. It provides hospital, community, and specialist services to Cardiff and the Vale of Glamorgan, and supports a wider population through its specialist centres.

Major hospitals serving Cardiff include University Hospital of Wales, University Hospital Llandough, Cardiff Infirmary, and Noah's Ark Children's Hospital for Wales. These institutions provide acute care, emergency medicine, specialist surgery, paediatrics, menta health services, and a wide range of outpatient and community services.

Cardiff is home to a broad network of GP surgeries, dental practices, optometrists, and pharmacies. Community health teams deliver district nursing, health visiting, rehabilitation, and chronic-condition management. Public health initiatives, such as vaccination programmes, smoking cessation support, and health promotion campaigns, are delivered through NHS Wales and local partners.

These services provide additional choice for residents seeking alternative approaches to wellbeing or faster access to treatment.

Mental health provision includes community mental health teams, crisis services, inpatient units, and voluntary-sector organisations. Cardiff's universities. contribute to research, training, and specialist services.

The city also hosts several veterinary practices and emergency animal hospitals offering routine and preventative care, emergency and critical care, specialist services for exotic pets, and access to equine and farm-animal care in the wider region. Animal welfare organisations and rescue centres also operate locally, supporting public education, responsible pet ownership, and wildlife rehabilitation.
