Phenix City, in Alabama's Russell County, was infamous in the 1940s and 1950s as a haven for organized crime types, offering gambling and prostitution and was, for those years, known as “Sin City, USA.” The National Guard destroyed the crime syndicate in Phenix City in 1954, and in 1955, it was awarded the All-America City Award from the National Municipal League.
