People settled in the Two Harbors region because of the timber, as the thick forest once grew all the way up to the shores of Lake Superior. Once the harbors of Burlington Bay and Agate Bay were formed, others came to work in industries supporting the harbor and the taconite mining industry.

When the logging industry died out, and the mining industry waned, the Two Harbors region still gathered interest as a tourist and vacation place, with hotels, rustic cabins, and lakeside cottages.

It is believed that the first cabin resort in Minnesota was in the Castle Danger area, along the lakeshore northeast of Two Harbors. It was a single rental cabin built by Emil Edisen in 1900. His business was known as Camper's Home Resort. Today, Castle Danger is an unincorporated place whose residents receive their mail from the Two Harbors post office.

Tourism and recreation didn't become a mainstay of the city's economy until after World War II, growing considerably since the 1980s.

A particularly interesting place to stay while visiting Two Harbors is the Lighthouse Bed & Breakfast, situated in a portion of the Two Harbors Light Station, now operated by the Lake County Historical Society.
