The borough of Elmer was incorporated by the New Jersey Legislature in 1893, and named for Lucius Elmer, a former judge and congressman who was instrumental in obtaining a post office for the community. The borough borders Pittsgrove Township and Upper Pittsgrove Township, in southeastern Salem County.
