The city of Elmira, located in New York's Chemung County, started its live in 1792 as the Village of Newtown. In 1808, it changed its name to the Town of Elmira. It was the location of a Union installation, Camp Rathbun, which served as a Prisoner of war camp during the last part of the Civil War.
