Burlington was built in the 1850s to serve the needs of the North Carolina Railroad Company, which needed a place to build, repair and do maintenance on its track. By the time the shops were erected in 1857, the village had grown to twenty-seven buildings. At that time, the settlement was known as "Company Shops". In 1886, the railroad moved its operations to Virginia, the town was renamed.
