In 1864, the Northern Pacific Railroad was granted land by the federal government. Included in the grant was the current location of Steele, North Dakota. Wilbur F. Steele purchased this land from the railroad in 1878, and plotted the town. As he had hoped that the state capitol would be located in Steele, he erected a three-story building to house the legislature. The community was founded in 1880, and became the seat of Kidder County in 1881, and the three-story building became a courthouse.
