Located in the center of Choctaw County, Hugo is the county seat. Founded in late 1901, Hugo, Oklahoma was named for Victor Hugo, the French novelist. Hugo is situated in a cultural area known as Little Dixie, which was settled by Native Americans, African Americans, and European Americans from the Southeastern United States. Hugo is the winter quarters for three traveling circuses.
