The seat of Payne County, Stillwater is northeast of Oklahoma City and west of Tulsa. Its history began with the Boomer movement. In 1884, Captain William Couch led a caravan of Boomers across the Cherokee Outlet to a stream just inside the future Oklahoma Territory. The referred to the stream as the Still Water and to their settlement as Stillwater. Surrounded by the U.S. Cavalry, the Boomers returned to Kansas. The city was officially settled in 1889, when a post office was established there.
