Toledo is located on the Yaquina River in Lincoln County, Oregon, and served as the county seat from 1893 to 1954, when the seat was moved to Newport. Toledo was settled in 1866 by John Graham, and was known as Graham's Landing until a post office was established there two years later, at which time the town was named for Toledo, Ohio, where the Graham family had come from.
