Located at the confluence of the Columbia and Sandy Rivers, Troutdale, Oregon was settled in 1850, having been founded by D.F. Buxton, who developed the town's first water system, which lasted fifty years after his death until the 1960s. In 1872, Captain John Harlow, from Maine, bought the land from Buxton and named it Troutdale because of his trout farm on his land. In 1914, just two years after women won the right to vote, Clara Larsson became Mayor of Troutdale.
