The borough of Carlisle, Pennsylvania is the county seat of Cumberland County. It was named in honor of the English town by the same name, and the name is pronounced with the accent on the second syllable. It was incorporated as a borough in 1782, and the famed Dickinson College, the first new college founded after the United States became a country, was developed and chartered in 1783 by founding father and Declaration of Independence Benjamin Rush.
