Hill City, South Dakota is Pennington County's oldest city. It was built around the Black Hills mining rush and was established in 1867 and was incorporated as a city in 1945. First a mining town, Hill City morphed into a timber and then a tourism town, due to its close proximity to Mount Rushmore, Custer State Park, and the famed Sturgis Motorcycle Rally.
